Directed by Takashi Miike. Japanese Police Headquarters introduces the "Negotiator System" to deal with hostage situations in Japan. Two negotiators Shuhei Ishida and Maiko Tono, had once been partners until people started to suspect an affair. After that, Maiko lost her position as a Negotiator, and moved to a filing room. However, a hostage crisis arises involving Ishida's wife and child, prompting Ishida to ask Maiko to Come back as a Negotiator to assist on a case that he is too emotionally involved in to work alone.
